8 Mandatory Environmental Monitoring Criteria for PROPER Blue Rating Under PermenLH 7/2025
8 mandatory monitoring criteria for PROPER Blue rating under PermenLH 7/2025: SPARING, AQMS, B3, waste, peatland, mining, and SIMPEL audit.
PermenLH/BPLH Nomor 7 Tahun 2025, enacted 19 August 2025 and gazetted in Berita Negara RI Tahun 2025 Nomor 643, formally revokes PermenLHK Nomor 1 Tahun 2021 as the sole legal basis for PROPER in Indonesia. It was issued under Pasal 490 ayat (1) huruf j of PP Nomor 22 Tahun 2021 and UU Nomor 32 Tahun 2009.
In the 2024-2025 cycle, KLH/BPLH evaluated 5,476 industrial facilities, up 22% from 4,495 the prior year. Results announced 7 April 2026: only 282 reached beyond compliance (39 Gold, 243 Green). The rest sat at Blue or fell into Red/Black. Palm oil led participation at 960 companies (18%), followed by hotels (311), textiles (259), and 150 industrial estates. Heaviest concentration: Jawa Barat (1,171), Jakarta (702), Jawa Timur (352). Priority Watershed scrutiny: DAS Tukad Badung (225), DAS Citarum (212), DAS Ciliwung (79).
Blue rating means 100% compliance across every mandatory criterion. Miss one, drop to Red or Black. Two consecutive Red ratings or a single Black triggers law enforcement under Pasal 44 and 45, synchronized with PermenLH/BPLH Nomor 6 Tahun 2026 on environmental sanctions. Green or Gold innovations count for nothing if Blue compliance fails.
Pasal 17 ayat (2) huruf a lists the mandatory compliance areas. Pasal 17 ayat (3) applies assessment of permits, water, air, B3 waste, non-B3 waste, B3 material handling, solid waste, and environmental audits to ALL business types. No sector exemptions.
Below: 8 operational monitoring criteria mapped to instruments, telemetry protocols, and document trails that PROPER evaluators verify.
| # | Criteria Area | Regulatory Basis | Key Monitoring System | Universal? |
|---|---|---|---|---|
| 1 | Wastewater Discharge (SPARING) | Pasal 17(2)(a) angka 2 | SPARING telemetry | All sectors |
| 2 | Air Emissions & Ambient Quality | Pasal 17(2)(a) angka 4 | CEMS / AQMS | All sectors |
| 3 | B3 Waste Management | Pasal 17(2)(a) angka 5 | Festronik / SIMPEL reporting | All sectors |
| 4 | Non-B3 Waste & B3 Material Handling | Pasal 17(2)(a) angka 6, 7; ayat (3) | Inventory & MSDS systems | All sectors (expanded) |
| 5 | Solid Waste Reduction | Pasal 17(2)(a) angka 10; ayat (3) | Waste ledger & sorting records | All sectors (expanded) |
| 6 | Peatland Ecosystem (TMAT) | Pasal 17(2)(a) angka 9 | TMAT telemetry / AWLR | Peatland sectors only |
| 7 | Land Degradation (Mining Geotechnics) | Pasal 17(2)(a) angka 8 | Extensometer / slope monitoring | Mining only |
| 8 | Digital Verification & Environmental Audit | Pasal 17(2)(a) angka 1, 11 | SIMPEL TTE portal | All sectors |
Criterion 1: Continuous Wastewater Discharge Monitoring (SPARING)
Water pollution control trips up the most facilities. DAS Citarum, DAS Ciliwung, and DAS Tukad Badung face the tightest enforcement scrutiny.
Your facility needs a valid Persetujuan Teknis (Pertek) and SLO for wastewater discharge. Effluent must meet baku mutu parameters continuously. For industries under the SPARING mandate (Permen LHK P.93/2018 jo P.80/2019), telemetry uptime must hit 95% or higher. Effluent compliance: 100% for conventional sampling, or 95% minimum for SPARING-monitored parameters.
Bypass channels kill Blue ratings outright. Any undocumented discharge point disqualifies compliance. pH, COD, TSS, and NH3-N probes need current calibration with traceable certificates. Flow meters require valid metrology seals (tera sah). Without a current seal, discharge volume data is legally unverifiable.
Telemetry data gaps count as non-compliance indicators. Datalogger downtime without a maintenance logbook entry justifying the gap gets flagged. Extended gaps can trigger field verification by PPLH inspectors under Pasal 18 and 19.
Industries subject to mandatory SPARING should audit data completeness before the evaluation window closes.
Criterion 2: Stack Emissions (CEMS/SISPEK) and Perimeter Air Quality (AQMS)
Two domains under Pasal 17 ayat (2) huruf a angka 4: point-source stack emissions and ambient perimeter air quality.
Mandatory CEMS operators must integrate with the SISPEK portal (Permen LHK 13/2021) and prove ongoing baku mutu emisi compliance. Periodic stack tests (uji petik) remain required regardless of CEMS installation.
Perimeter monitoring: deploy an AQMS station at the fence line per the facility’s RKL-RPL documentation. Typical parameters: PM2.5, PM10, SO2, NO2, plus a weather station module. Siting follows the environmental impact assessment matrix. Wrong placement relative to prevailing winds produces data evaluators will challenge.
Sensor calibration records for both CEMS and AQMS must be current. NDIR gas analyzers and electrochemical cells drift. Optical particulate sensors accumulate contamination. Undocumented readings lose legal standing during evaluation.
Criterion 3: B3 Hazardous Waste Management
Pasal 17 ayat (2) huruf a angka 5 covers hazardous and toxic waste (limbah B3). Under Permen LHK 6/2021, every facility generating B3 waste must maintain a complete mass balance ledger. Waste generated, stored, treated, transported, and disposed must reconcile. Reporting goes through Festronik or SIMPEL with electronic receipts (TTE).
B3 waste storage must meet physical containment standards: roofed, paved, bunded, spill capacity matching stored volume. MSDS/SDS labels on every container. Emergency response procedures documented and drilled.
Evaluators verify the entire chain. A manifest discrepancy between generation and disposal triggers non-compliance. Incomplete Festronik submissions show as data gaps.
Criterion 4: Non-B3 Waste and Universal B3 Material Handling
This is the regulatory shift that catches factories off guard.
Under PermenLHK 1/2021, B3 material (bahan B3) management applied only to port infrastructure operators. PermenLH 7/2025 expanded it to every industry. Pasal 17 ayat (3) states B3 material handling assessment covers all business types.
Practical impact: if your facility stores, uses, or processes any B3-classified chemical (corrosive, flammable, toxic, reactive), you must demonstrate proper storage, labeling, MSDS availability, and emergency response protocols. Facilities that previously ignored this because they were not ports need to build compliance infrastructure from scratch.
Non-B3 waste (limbah non-B3) requires technical specifications of waste types, volumes, disposal methods, and contractor manifests. Vague entries like “general industrial waste” without composition data will not pass Pasal 17 ayat (2) huruf a angka 6 review.
Criterion 5: Solid Waste Reduction for All Industries
PermenLH 7/2025 makes solid waste management (pengelolaan sampah) mandatory for every PROPER participant under Pasal 17 ayat (2) huruf a angka 10 and ayat (3). National data: only 39.1% of Indonesia’s solid waste is properly managed. The remaining 60.9% pollutes the environment.
Facilities must demonstrate source separation with records. Measurable reduction targets for operational, domestic, and packaging waste. A waste balance ledger showing generation, sorted fractions, recycled volumes, and disposal pathways is what evaluators request.
Not a CSR add-on anymore. Hard prerequisite for Blue. A textile factory or hotel that skips waste planning drops out of Blue entirely.
Criterion 6: Peatland Ecosystem Monitoring (TMAT Telemetry)
Palm oil plantations and HTI operating within Kesatuan Hidrologis Gambut face Pasal 17 ayat (2) huruf a angka 9, rooted in PP 71/2014 jo PP 57/2016 on peatland protection.
Critical measurement: Tinggi Muka Air Tanah (TMAT). Groundwater must stay at -0.4 meters maximum depth. Going lower dries the peat, increases subsidence, and creates fire conditions.
Continuous telemetry required. An AWLR station at designated monitoring wells transmits TMAT data. Canal blocks (sekat kanal) must be functional. Fire detection infrastructure (dalkarhutla) must be documented and operational.
With 960 palm oil companies at 18% of PROPER participants, this is not niche. TMAT exceedances classify as environmental damage and can push a rating to Black.
Criterion 7: Land Degradation and Mining Geotechnics
Open-pit operations face Pasal 17 ayat (2) huruf a angka 8. Four domains evaluated:
Land clearing compliance. Actual open-pit area versus approved mine plan. Exceeding the permitted boundary is a direct violation.
Slope stability. Wire extensometers on critical benches and highwalls measure deformation rates. Undetected slope failure signals both engineering and regulatory failure.
Acid-forming rock management. PAF/NAF classification of overburden must be documented. Kolam Pengendap Lumpur (KPL) must manage acid mine drainage before discharge. KPL water quality feeds back into Criterion 1.
Revegetation. Progressive reclamation must match the approved closure plan. Evaluators verify survival rates against submitted reports.
Criterion 8: Digital Document Verification (SIMPEL TTE) and Environmental Audit
PROPER evaluation runs through indirect digital verification and direct field inspection (Pasal 18 and 19).
SIMPEL TTE verification. All environmental reporting through SIMPEL must carry a valid Tanda Terima Elektronik. Reports without TTE confirmation are treated as unfiled. RKL-RPL progress reports, B3 waste manifests, or emissions data missing a TTE timestamp break the compliance chain.
Environmental audit. Pasal 17 ayat (2) huruf a angka 11 adds periodic Audit Lingkungan Hidup as a Blue prerequisite for facilities required to audit under PermenLH 3/2013. Completion on schedule, documented findings, and corrective action tracking are all verified.
Personnel competency. Facilities need certified environmental personnel: POPA (wastewater operations), POPU (air pollution control), and PLB3 (B3 waste management). Missing certifications undermine compliance credibility.
Tamper-Proof Telemetry Architecture and Self-Audit Checklist
Central question: can your facility prove continuous compliance with auditable data? Not at the moment of inspection. Over the entire evaluation period.
That demands reliable telemetry. An industrial datalogger with non-volatile memory and store-and-forward capability keeps monitoring data intact through cellular outages. When 4G/LTE drops, data accumulates locally and transmits on reconnection. No gap on the ministry server. Anti-tamper audit trails log panel openings, power anomalies, and probe maintenance. Edge computing calculates cumulative pollutant loads, triggering threshold alarms before a baku mutu breach becomes a violation.
Fortuna Argatech integrates these across its portfolio: SPARING for wastewater, AQMS for perimeter air, AWLR for peatland TMAT, extensometers for slope stability. Common datalogger platform, multi-protocol transmission (4G/LTE, MQTT, REST API) compatible with ministry evaluation servers.
PROPER Blue Self-Audit Checklist
| # | Criterion | Audit Question | Evidence Required |
|---|---|---|---|
| 1 | Wastewater (SPARING) | Pertek & SLO valid? Effluent within baku mutu? Uptime ≥ 95%? Flow meter tera sah current? No bypass? | SPARING server logs, calibration certificates, tera sah photos, outfall records |
| 2 | Air Emissions (CEMS/AQMS) | Pertek & SLO Emisi valid? CEMS on SISPEK? AQMS sited per RKL-RPL? Uji petik current? | SISPEK feed confirmation, AQMS calibration logs, periodic test reports |
| 3 | B3 Waste | Mass balance reconciled? Festronik/SIMPEL complete with TTE? Storage bunded and labeled? | Waste manifests, Festronik receipts, storage photos, drill records |
| 4 | Non-B3 Waste & B3 Materials | Non-B3 specs documented? B3 materials stored, labeled, MSDS filed? Emergency protocols ready? | Waste specs, MSDS register, storage audit photos, emergency SOP |
| 5 | Solid Waste | Source separation documented? Reduction targets tracked? Waste balance ledger maintained? | Sorting records, reduction reports, disposal manifests |
| 6 | Peatland (TMAT) | TMAT ≤ -0.4 m maintained? Canal blocks functional? Fire detection operational? | TMAT telemetry logs, sekat kanal records, dalkarhutla status |
| 7 | Mining Geotechnics | Clearing within plan? Slope monitoring active? PAF/NAF classified? Revegetation on schedule? | Extensometer data, mine plan overlay, KPL water quality, reclamation rates |
| 8 | SIMPEL TTE & Audit | All reports carry valid TTE? Audit completed on schedule? POPA/POPU/PLB3 certified? | SIMPEL receipts, audit report with corrective log, personnel certificates |
Run this checklist before the evaluation window closes. Catch instrument drift, document gaps, and reporting omissions while correction is still possible. The alternative is a PPLH inspection team visit, which triggers enforcement under PermenLH 6/2026.
PROPER Blue is not a badge of excellence. It is minimum proof that your facility manages environmental obligations according to law. Every offline sensor, every unreconciled manifest, every missing TTE receipt chips away at that proof. The 8 criteria are the checklist. The monitoring infrastructure is the mechanism. Build it without gaps, and the rating holds.
